Her Voice Matters is a nonprofit organization founded by Millicent Starnes, the CEO and Executive Director of MSR Institute.
While the Millicent Starnes Recovery Institute focuses on professional education, training, and advocacy reform, Her Voice Matters exists to directly serve and empower survivors of sexual violence and their families. Together, these two organizations represent both sides of one mission — education and action, training and healing, systemic change and personal restoration.
Radical Action for a Safer Future :
Her Voice Matters represents radical action to eliminate sexual violence. We are a survivor-led movement committed to advocacy, systemic change, and direct support for victims and their families. Our focus extends beyond awareness — we work to reform the institutions and environments that allow abuse to thrive.
We serve communities where voices are too often silenced — including incarcerated survivors, students in schools and universities, faith communities, and racial and ethnic minorities.

Advocating for Every Woman’s Right to Safety, Dignity, and Justice
At Her Voice Matters, we believe that every woman deserves to live free from sexual violence, discrimination, and fear. Across all communities , from schools and workplaces to faith institutions and public systems — women continue to face threats to their safety and equality. We are here to change that. We recognize that some women face additional barriers due to race, ethnicity, or sexual orientation, and that true advocacy means standing for every woman — without exception. Whether she is a survivor of rape, child sexual abuse, domestic violence, trafficking, or institutional neglect, her story matters, and her healing matters.
Our mission is to end sexual violence through awareness, education, and systemic reform, while restoring every woman’s right to live with safety, dignity, and respect.
We work to:
Expose inequalities and injustices that keep women from accessing protection, justice, or care.
Provide survivor-centered advocacy and trauma-informed support that meets women where they are — emotionally, spiritually, and socially.
Educate and train communities, churches, and professionals to prevent sexual violence and respond ethically when it occurs.
Empower survivors to rise from trauma into leadership, turning pain into purpose.
Champion inclusion and equity, ensuring that women of color and LGBTQ+ women are fully represented, believed, and protected.

Crisis response, emotional support, and resource navigation
Family education for loved ones supporting survivors
Prevention and awareness campaigns for youth, churches, and communities
Advocacy for survivors of extreme violence, including trafficking and ritual abuse
Faith-based recovery opportunities for those seeking spiritual healing after trauma
