Our Story

MSR Institute was born out of both professional insight and personal conviction. For years, founder Millicent Starnes worked within advocacy, legal, and faith-based systems — witnessing firsthand the lack of consistent trauma-informed education across these fields. Survivors often faced re-traumatization when seeking help from professionals untrained in the dynamics of sexual violence.

Recognizing this gap, Millicent founded the MSR Institute as a bridge between advocacy and education, ensuring that future advocates, pastors, teachers, and legal professionals receive proper training on survivor care, prevention, and justice-centered response.

What We Offer

The Institute provides a range of specialized training programs and educational initiatives designed for:

Our programs include both in-person and virtual options, with opportunities for out-of-state and international participants. All courses are taught by an accredited advocate certified by the NACP, ensuring the highest standard of professional and ethical training.

Who We Are

Founded in 2024, the Millicent Starnes Recovery Institute (MSR Institute) is a Seattle-based professional training and advocacy organization dedicated to transforming the global response to sexual violence. The Institute was created to close the critical gap between education, prevention, and survivor recovery — equipping professionals and community leaders with the tools needed to respond ethically, compassionately, and effectively to sexual trauma.

MSR Institute is led by Millicent Starnes, a nationally accredited victim advocate through the National Advocate Credentialing Program (NACP). The Institute is built on her unwavering belief that when education and advocacy intersect, lives are changed — and silence is replaced with justice.
